Mr Myers says:"...good balance is needed, and the Social Security
program should be a good floor of economic protection and be
universally applicable, not merely a safety net available only for
the few persons who may be in dire need." I would be interested to
know how he differentiates the "floor of economic protection" from
the "safety net".  In particular, could he cite some statistics
that would be helpful in understanding the difference? Andre Dermant
