New Discussion Topic: Cooperation & bipartisanship

I would like to pose a discussion for the group:

How important is the concept of bipartisan support to whatever SS
reform measures are developed?

The recent debates surrounding health care, welfare reform and
taxes have become increasingly partisan. Is it possible to create
SS reform legislation with deep bipartisan support?

If SS reform were enacted, or pushed through, Congress heavily
dominated by one Party or the other, would that impact the credibility
of such a program with constituents?

Is it possible to enact REAL reform in a bipartisan environment?
Or, is it more likely that bipartisan support would most likely
yield a watered-down ineffectual approach to system reform?
