I appreciated Rep. Kolbe's answer to Mr. Baker's question
on rates of return, but Mr. Kolbe's point seems to be lost
in this debate.  

If I understand correctly, no one would be forced into the 
stock market under these personal account proposals. Is this true?

Question:  Would it be fair to say that if someone wants, 
he/she could invest all their money in government bonds?
