RE: Stock Market Returns


Mr. Jones is exactly right that both the Kolbe-Stenholm plan 
and the Gregg-Breax plan give workers the choice about how to
invest their individual account, including the option of putting
all of their account in low-risk Treasury securities.  Nobody would
be forced to put any of their retirement funds in the stock 
market.  They would be able to decide how much, if any of their 
individual account they wanted to put into the stock market, and
would be able to change their portfolio as they approached 
retirement. By contrast, plans which rely on investing the trust 
fund in the stock market effectively have the government
invest a portion of Social Security funds for all workers in 
the stock market.
