The Institute of Museum and Library Services could play an key role
in this. They are an independent federal grantmaking agency that
works with the National Commission on Libraries and Information
Sciences (NCLIS). The NCLIS is a permanent, independent agency of
the federal government charged with advising the executive and
legislative branches on national and international library and
information policies and plans.
EPA could work with the IMLS and the NCLIS to initiate cooperative
efforts within the federal government. In addition, since the IMLS
is the agency that supports and funds our public library infrastructure,
they would be an ideal partner in reaching out to State, Local,
and Tribal governments.
