Glad that you can join the dialogue!

Your 1997 print copy of HEAST may be the only source. I searched 
NTIS and this is the bibliographic citation that comes up:

Abstract
     This document is and FY97 Update of the Health Effects 
     Assessment Summary Tables (HEAST) for use at both Superfund 
     and RCRA sites. It is intended to replace former editions 
     and supplements of the HEAST. The HEAST is a comprehensive 
     listing consisting almost entirely of PROVISIONAL RISK 
     ASSESSMENT INFORMATION relative to oral and inhalation 
     routes for chemicals of interest to Superfund, the Resource 
     Conservation and Recovery Act (RCRA), and the EPA in 
     general.

Oak Ridge National Laboratory has some information available in
some of its full-text resources that might be useful:

It looks like this is part of a more comprehensive Risk 
Assessment Information System (RAIS)at ORNL. ORNL points
to those radionuclide sites at EPA that you mention.

Maybe this is a nice project for EPA to consider!
