RE: Characteristics of Innovative Communities

What have you -- and others -- learned about the communities 
that can make things happen?   Why do the "early adopters" move
forward with an idea and how do they do it?   

David Gershon's group, Global Action Plan, has some pretty amazing 
results at the neighborhood level.  How big can the "community"
be to carry and sustain an innovation? 

Since my hope is to develop partnership with libraries and do 
pilot projects that succeed, the communities that the libraries 
serve are also of strong interest.
