Kudos to EPA for its Online Library System at
  http://www.epa.gov/natlibra/aboutols.htm 
--through which all EPA libraries can be searched at once.  It is
intuitive, the records appear to be quite good and, maybe best of
all, it gives the public clear instructions about interlibrary loan
borrowing and purchasing publications.
