I'll add that in addition to government, business, academia, and industry, a lot of environmentally important grey literature is produced by nonprofit environmental groups.

Since "environmental issues" are settled by a combination of science, governmental policy, media and activist campaigns, and technological advances used by business, archiving grey literature is critically important.
