I made some specific comments on this toward the end of Local involvement/Superfund discussion. I think that the attitude must come from the top down. PI must be respected, part of the culture, the norm. It should be evaluated as part of job performance, should be factored into project planning and evaluation. Somehow people seem to be able to figure out what's appropriate and what's not within their jobs, what's expected, what's valued. If they don't, then they usually don't last very long. I guess maybe it's just harder to let go of government employees who don't join the bandwagon.
