Supporting local governments' participation

A couple ideas from some of my coworkers:

* We've tried to improve the way local government works with our state program that gives out environmental loans by annually conducting a workshop to help them understand some ot he the basic principles about the programs and how to apply for loans.

* Together with some other state, federal, and non-profit groups, we also do another annual event for local elected officials on the basics of available options.

* Depending on the issue, early on, EPA could identify national groups representing various levels of local governments and work with them on the issue... get ideas on how to get input from local units of governments and on how various decisions might impact local governments.

Any one out there, particularly from local governments, have other ideas on what support they need?
