Supporting Local governments' participation

Cal/EPA had some success working with US EPA and the local air quality management district in Los Angeles in developing a staff training program on Risk Communication. Romel may wish to expand upon this, but I think it was good to gather state, local and federal agencies together to focus on the issue of public participation. Locals rightfully feel they are closest to the community and must be most responsive to community need. When we sat down during the training and discussed our different perspectives, we realized we had a lot in common and were able to share information on what worked and what did not work. I know US EPA is doing similar work with the Los Angeles school district, and I'd be interested in hearing how that worked out. Anyone have any feedback on that?
