I am Hamilton Brown with the National Center for Small Communities(NCSC)in Washington. I will be a panelist for the July 19th session on States, Tribes and Local Governments. I certainly agree with Peter Schlesinger's comments that we must not become so enamored with technology as a means of communication that we leave behind thousands of small communities that do not have Internet access in town hall or the county building and those local leaders who are uncomfortable using telecommunications to receive information or offer comments. NCSC has produced a number of guides on small community environmental issues for EPA over the years, and our major format overwhemingly remains the printed guuidebook for group training and for individual distribution. More on these issues on the 19th. Glad to see others joining the discussion.
