I like your ideas about holding workshops for local muni groups. Conservation Districts have been implementing this type of workshop for years at the local level; there are over 3000 of them in the US. The main obstacle to this is that EPA restricts its outreach and education funding. I would like to see more funding there and some realization that conservation districts are the local government entitity that is probably best suited to bring such information to the field. In my own district, we work with municipalities on stormwater plans, etc. It makes locals more comfortable to work with people who live and work in the same area as they do..bringing in outside facilitators often backfires.
