Virtually all of the Glenn Landers comments were recommendations heard in the focus group meetings on the Public Involvement Guide to Permitting. We tried to address them in Section 4 and specifically on p. 4-26 where we provide a model plan for public involvement activities (required ones plus recommended ones blended together). Public Involvement in Environmental Permits: A Reference Guide Permitting Home (link)

EPA's Office of Solid Waste and Emergency Response led an Agency-wide effort to produce a new tool for states, Public Involvement in Environmental Permits: A Reference Guide. While the Guide is primarily written for state program implementors, a wide variety of stakeholders (e.g., citizen groups, associations, industry) participated in its development and can use it to engage in the permitting process.
