"Clean Water Act: EPA and other federal agencies who have advisory roles in this permit process should include active citizen support and participation by holding public hearings before granting permits to discharge dredged or fill material into U.S. waters."

The Army Corps of Engineers is responsible for processing and issuing permits for dredged or fill material under the Clean Water Act. It has its own regulations for public notice and hearings. Thus, the suggestion regarding dredged and fill material permits would best be directed to the Corps.
