Marci, since I am from Louisiana, and we learned this the hard way, we say yes. If a permit is required, then it has an impact somewhere. The public must deal with the collective emissions impact to the community. It does not take very many small permits to collectively add up to have a negative impact on the community. We see minor source, major source, as a play on words because it is the collective impact that is the problem.

The list of information to be included in the public notice puts all involved at the initial starting point and everyone understands what is involved, how long it takes to do it, and everyone benefits, especially the agencies.
