"No Further Action Planned"

Relative to permits and rules, I believe that *any* action that will affect a local community should be openly announced and debated.

For example, in 1994 a decision was made to NFRAP (No Further Remedial Action Planned) a local dump in Erie County. During this period, local residents were in the midst of fighting the expansion of the facility based on the fact that liquid industrial wastes dumped during the 1970's (and documented by state and local EPA), were leaking into the groundwater.

The people, or the local township government knew nothing of the planned action. Therefore, the decision was made. Apparently with no recourse.

All permits and actions should be clearly announced in local media when it affects a local property in a certain district, not only those that appear to be politically benign.

I recognize that rule changes aren't quite as friendly. I may not make sense to announce them everywhere. However, there are organizations and activists that welcome new information, and are eager to read about rule changes. They usually take routine trips to relative web sites.
