I work with several citizens committees at Superfund sites and have found that often the most successful "gathering of stakeholders" occurrs when we take the meeting to them, not ask them to come to us. A neighborhood restaurant, a home in an affected neighborhood, a morning AND an evening meeting (yes, it's a long day...) often are the most successful outreach tactics to reach stakeholders.

"Fact finding" interviews in homes, grocery stores, or other places where community members congregate often result in amazing suggestions about cleanup methods--who says someone has to be an engineer to understand an issue, or speak to it?

Careful listening to the person(s) impacted is the key to positive stakeholder involvement. A technical response to what's being said, or reasons "why it won't work" can come later.
