If EPA will regard all larger entities, in particular the tribal governments, state governments and even some affected industry associations as "Partners" from the onset of policy/procedure/rule discussions, a great many obstacles can be diverted. The best way to create a "salesman" for something is to give that person a vested interest. When the tribes, states and others have a legitimate buy in into the system, it's easier for the project to gain momentum.
