Getting tribal government representatives to participate in collaborative processes may be tricky. I have heard a lot of tribal representatives express dislike for being included in the term "stakeholders." If EPA staff treat state agency representatives as "partners," then this may a more appropriate term to use for tribal representatives as well. In any event, tribal representatives will generally want to be consulted in a government-to-government way, and they will see no reason why that should not be done before convening the "stakeholders." Failure to treat tribes as governmental entities from the outset may cause difficulties over the course of trying to carry out a collaborative process to deal with an issue.
