I agree with Loretta that the balance of power, or even the perceived balance of power, is critical. In the efforts of which I have been a part, the presence of only one member of any stakeholder group does shift the dynamics. I can say, from experience, that a skilled facilitator can work to achieve a true balance, even if one does not exist in numbers.

Hoewver, in an effort where the goal is to reach consensus, even one person can stop the process.
