Daniel,

A good place to find out how a proposed regulatory action has been affected is the Federal Register (FR), which is available on the Government Printing Office's web site. The FR notice will contain access to background materials. Comparing the proposed and final rules is the best way to see how regulatory actions have been influenced. This is one of the primary communications tools used by industry lobbyists.
