Two big problems with the notion of a driver's license survey and lottery:

1) It assumes that everyone has a driver's license, which is not at all the case.

2) It lacks the urgency and focus of an imminent crisis, action, or decision.

My bet is that most people would toss that mailing in the recycling bag or garbage. There's no clear incentive for them to "sign up" for undetermined future public participation. It's too much like junk mail.
