I was one of the first REALLY big fans of EMPACT and I believe was the first librarian to suggest public libraries and university libraries should join their county and municipal government agencies in submitting EMPACT Grants. The rationale was based on libraries already being the part of and being able to navigate existing information infrastructures, and in the case of public libraries being a part of the same county or city government that is applying for the EMPACT Grant.

My previous notes on EMAPCT to this national dialogue do not hide my enthusiasm for the EMPACT Program. Nor do my feelings about EMPACT being threatened for elimination. Let me repeat myself, KEEP EMPACT INTACT!
