In reply to Sue's question, I am re-posting a comment I made yesterday:
During a May 2001 IAP2 conference workshop, David Sale said that he advises regulatory agencies to do upfront outreach and engagement BEFORE the clock starts running on required public review processes, so that there is time for proper outreach and time to make adjustments before being locked into deadlines. (My apologies if I've paraphrased incorrectly from memory, David.) This is very sensible advice which attends to the time problem of everyone needing to get oriented and perhaps even acquainted. TIME is routinely underinvested by government agencies in building relationships and trust upfront - well before the decision-making starts.
