I absolutely, fervently agree with Glenn. We often forget that state and federal elected officials are stakeholders too, even though their role might not become active early in the process. Just as we need to provide ways for citizens and scientists to talk with each other, we also need to include relevant elected officials and/or their staff.
It can happen in different ways, depending on the situation at any given time. They could simply observe, much like the media, to see and hear what's going on. They could participate in discussions (e.g., small group dialogues). They could be on panel discussions. The best value for them (and by extension for the project)is to be present and to hear.
