I've had this radical notion for a while and this may be the place to throw it in. How about we use the mailing list from driver's licenses and send a post card to every citizen each year and ask them to check a box on the issue they are most concerned about. Theire name is then put in a data base for that issue. When meaningful public dialogue is needed the participants are chosen by lottery from the appropriate data base. Now we'll still need a carrot to get them to come. How about a tax credit if they participante and fulfil their civic responsibilities? Just some food for thought.
