Yes, transparency has certainly been a key groundrule in every successful multistakeholder negotiation I've been involved with. A few ways I've find to further transparency are: 1) meetings are facilitated by a neutral facilitator with some subject matter knowledge and good people skills; 2) facilitator records all decisions and action items and transmits these to all participants for comment, soon after each meeting; 3) facilitator makes sure all stakeholders are communicating and that balance of participation is maintained; 4) faciltator lays out clear, equitable ground rules for communication/participation at first group meeting and all participants agree to abide by the rules.

I'll look forward to reviewing your tables and the dialogue summaries. This is certainly an interesting endeavor!
