For anyone who is not familiar with it, I recommend you get a copy of the final report of the Federal Facilities Environmental Restoration Dialogue Committee (FFERDC) report and read chapters 3 and 4. Although this dialogue focuses on improving funding and priority-setting for environmental cleanup, the concepts, principles and recommendations regarding stakeholder involvement and advisory boards apply to any issue. This Committee of 50 very diverse interests (including EPA, DOD and the military services, DOE, other federal agencies, tribes, states, local government, environmental justice, labor organizations, activists and special interest groups) spent six years together coming to consensus on the recommendations in this report.
