EPA is a regulatory agency. This points out that nomenclature is critical and the same word or concept can have different meanings depeding on its application to specific regulatory authorities (e.g., public laws). EPA has a glossary of terms that is useful (and free!). However, Government Institutes has an Environmental Glossary that provides reference to specific regulatory authorities for "official" definitions.
