Like that which has been suggested elsewhere in this dialogue, EPA might consider supporting a university hydrologic or soils department that could develop educational graphic materials (which can also be used on the web)to explain things like what happens when a soil is contaminated, what is contamination, how does an aquifer work, how do the models function that provide particle tracking information to investigative and remediation teams. These materials might be used all over the nation to explain to people how water and soil are linked. The public involvement policy could call for the implementation of such a program, annual review, and maintenance of the materials to make sure they stay abreast of technological advances.
