In addition to your suggestions of what constitutes "Public Involvement" (Consult, Involve, Collaboarte, Empower)--all of which I agree are great--- I would add, Protest, Direct Action, and Civil Disobedience. Most anti-oppression activists know that these can be--depending on the context--powerful tools for public participation; they also are effective means for bringing about social change.
