All this theoretical talk is important, but to get a community involved one needs a focus that the average citizen can understand affects, or could affect, their lives or family. The focus must be real, & relatively mmediate for people to stop their daily activities and become involved & participate. Even then it takes time & planning as you suggest. We have been working as a citizen group since 1978 to cleanup a Superfund mess and still have about 5 years to completion. Unless you are in it for the long haul do not start. You need a dedicated core group, and retired citizens are a natural resource. I am now 81 and still continuing attending meetings. It is the least I can do for my community and fellow citizens. There is no magic but just patience and persistence!
