"The best way for the public to notify EPA or any other agency of their interest is through toll free phones advertised on radio and TV. SEP's (Supplemental Environmental Projects) can be used to provide toll free phones to the public."

I like the use of SEPs and think that they should be encouraged whenever possible. New SEP ideas from the public in specific situations can foster trust,a sense of community partnership and empowerment, and lead to increased participation. ADR (alternative dispute resolution) is mentioned in the PIP and I think that SEPs should be included also.
