Fred Stoss raises some good questions. I can tell you that in our office, we're actively addressing the "digital divide" and paying specific attention to the needs of constituents/stakeholders without electronic access. For example, we're currently performing research in various locations nationwide specifically on environmental justice groups' constituents' access and information needs. That research will be used in the Public Access Strategy to address, among other things, bridging the "digital divide," assessing these groups' needs, and using non-electronic dissemination/communication.

"Who are the users of EPA's information?" is a great question. It's absolutely a diverse set of groups. An incomplete list would include: concerned citizens, environmental activists and organizations large and small, environmental scientists, industry and small business, universities and other educators, health practitioners and organizations, labor organizations, tribal, state, local and other federal government entities, plus many others.
