Effectively informing the government

As a local government employee for nineteen years, I must agree with the previous writers who pointed out that (1) you can't expect response to a national government agency because (2) many of our citizens don't trust the government; sad but true.

As I mentioned in my remarks yesterday, EPA needs to work more closely with local government. While some citizens don't trust us either they are more likely to because they receive our services every minute of the day (for my water utility, that is literally true). Partnership with local government could make EPA more approachable; also, local government is certainly familiar with what outreach method works most effectively with it's particular constituents.
