Sheila, we have addressed the issue of low-income, low technology stakeholders, in Erie County, Ohio.

Two programs, the Plum Brook Ordnance Works RAB and the Plum Brook NASA reactor decommissioning use the local newspaper and radio to announce meetings and events. We have also set-up community interaction sessions at the NASA site (to show-off technology, too) as well as public information kiosks at the local mall.

Still, there is sometimes a dismal response to our activities.

Many times the general public depends on the "activist" element to do "the dirty work", when it comes to confronting polluters or the government entities responsible for environmental protection.

Sometimes the "squeaky wheel" gets more negative attention than positive results, therefore the "masses" are reluctant to suffer the heat, if you know what I mean. It's hard to fight the money and lawyers that big business and government can support.
