Hello, -- I am from Florida and represent several non-profit conservation organizations. I have been involved in federal highway projects, solid waste, wildlife and FERC pipeline issues on the federal level and have been invoved with the public, and local/state goverments over laws/rules and individual projects.

The goals of this discussion are to be commended. I do not think that this is the only appropriate forum for discussion. I hope that the products of this execise formulate the basis for a wider discussion with members of the public, private industry and governments alike.

If we are to take away from the discussion anything benficial, it should be to change the approach both rulemaking and permitting that we need to move away from an only adversarial structure to a modified adversarial-collabrative model. A number of us in Florida have been using this model for at least 10 years now and it seems to work well here (given the right structure).

I hope to hear from other participants soon.
