In order for the public to responsibly, productively, and to meaningfully participate in this (PPP)process, a Purpose of the Draft and a Goal must:

Ensure that the public and the media has all of the information relative to individual topics and issues that go through the public participation process, and that the public and media has the free technical assistance to understand this information in a timely manner.

The process is meaningless and useless to the public if the public does not have or understand the topic/issue information that the PPP is used for.

We did not see where this information issue was clearly identified as a goal and purpose of the draft. Without this, a good process mechanisn exists, but nothing to process... a car with no gas.
