Goals are necessary, as are implementation strategies.
It all depends on what the goal of the Goals is. Check off a box and indicate, done that? The public wants to be assured that their participation will make a difference. And much depends on the individuals asking for public participation. Do they know the subject? or do they merely put words on charts? Will there be individualized feed back? The public is not dumb. Sometimes they want facts, some times they want to vent frustrations and anger.
