What do we mean by "collaborate"?

My dictionary defines "collaborate" two ways:
1. To work together, especially in a joint intellectual effort.
2. To cooperate treasonably, as with an enemy occupying one's country.

EPA cannot collaborate with millions of stakeholders. This is really about building consent. While affirmation feels good, EPA must focus its resources on those stakeholders who will actively oppose a decision-not those who can live with it. EPA should seek a representative sample of strong opponents-whether rich or poor, organized or alone, savvy or novice, online or offline. This sample should represent those most willing to act against an EPA decision. Then, EPA can build consent with these opponents-either by compromise, or by weighing the legitimate social needs for its decision against the legitimate concerns of these opponents.

America is the only country that holds individual rights above those of the majority. We have the right to individual life, liberty and pursuit of happiness. It is important to bridge with individuals who will stop at nothing to stop an EPA action. These stakeholders are motivated. They bring their own resources to bear and, in America, they carry a lot of clout!
