Steve's issue regarding equal access is key. Only rarely do citizens have the resources to hire the experts and other consultants that would enable them to effectively influence agency decision-making, especially in areas as complex as most EPA decisions. I would suggest that the goal be amended to "foster...EFFECTIVE, equal and open access...for all interested parties." In later days I'll suggest some means to accomplish this.

I also agree with Steve's suggested amended requiring that community-based information be investigated by EPA.
