A question to our EPA friends:

The EPA has devoted considerable ammounts of time and efforts to the development and refinement of their Web site, and providing a wide variety of information and information types (full-text reports, flyers, booklets, factsheets, journal articles, etc.) in digital formats. How does the EPA assure that ALL parties have access to this information?

Who are the users of EPA's information? I would imagine a VERY diverse group of people and organizations, and agencies, etc.
