The point about access to electronic media is well taken, but I think the PIP needs to not only address access, but the effectiveness of use as well. We work all the time with advisory committees where accessibility to email and the web is very high, as is the technical competence of the stakeholders, yet where people either do not respond to emails or participate in the "chat rooms" set up. So information is skewed not only by access but by how each person uses the medium.

Another issue with e-participation is determining whether email responses fall within definitions of public testimony under statute. We have heard a number of perspectives on this from federal agencies.
