Thanks to Peter for his insightful comments. I hope we will hear from other Cape Cod activists who have worked on the military site(s) there in the course of this dialogue. The history there provides very important experiences and lessons.

I agree that EPA must work very hard and include specifically in the goals a commitment to complete distribution of information and access to participation for people without access to computers or high-speed internet connections. (Also, see another of my posts on the need for a goal concerning the public's ability to hold EPA accountable to these goals.) Indigenous communities, communities of color, and low income and working class communities will be disproportionately left out of any communication strategies focusing primarily on electronic distribution of information. While it goes without saying, I'll say it anyway: obviously, anyone without internet access cannot even participate in this dialogue equally, if at all.
