Brent, I agree with you heartily. As a professor in teacher education in special education, I spend a lot of time prepping future special ed teachers on formal assessment, and how to use them in a (hopefully) non-discriminatory manner. Difficult to do to say the least.
The more performance based we can go, the better. As for SAT 9,the exemptions from teseting are very restricted, and meant for very few students (less than about 1% really). that means virtually ALL children must take it.

SAT 9 has been the "tail wagging the dog" of our schools for years. It dominates the curriculum presentation, activities, and schedules of our schools, and to what result?
