I think it is beyond time to fix the problems--I do believe that the first thing the Master Plan should focus on is this issue of "what does it really cost to educate a child" and everything else should stem from that cost....I would, however, think that what needs to be removed from that figure are the costs of the societal issues...schools simply can't be expected to finance the "fix". I do believe schools should be part of the solution and the way to do this is to provide the social needs-ex. health clinics, doctors, lawyers and social services should be available at the low performing schools, on-site. So, rather than spend taxpayer dollars on yet another tax, spend it on the needed services that would be available at the school site for parents...the kids can be in school while the parents can receive their needed services....kids can be learning while the adults work out the adult issues.
