That is a very good question. In the 60's when there was an attempt to unify districts fiscal incentives were used to encourage this policy. This is a very difficult issue because people often have passionate feelings about their small district where they know the teachers administrators & their individual board members. However, I wonder how many people are aware that 1/3 of California's approximately 1000 school districts have fewer than 500 students, and how many elementary districts we have in this state. The small school districts' association has indicated that they will try to work with us on this proposal.
