I am very pleased by our draft Master Plan document because I believe it has some very bold and far-reaching ideas. The fact that it is student centered, promotes true equity and attempts to work towards a seemless system is revolutionary. I also think the idea of universal pre-school, students being proficient in two languages, a plan to develop an adequacy model of school finance, and demanding a fully qualified teacher for every student will help to fulfill the dream of world class education in California. The master plan is weak at this point on how to hold different parts of the system accountable. How do you hold teachers, administrators, parents students, and yes, the state accountable in a way that promotes improvement? Another weakness is how we provide high quality curriculum which enables all students to attend college while at the same time recognizing that 1/2 of our students don't go on to college and need high quality career education experiences.
